Twenty years after the racist Kearney movement in San Francisco, this Convention called on Washington to reenact legislation that barred Chinese immigration to the US. Besides justifying a ban on “undesirable, nonassimilative” Chinese, the document listed the names of all the delegates, representing labor unions in San Francisco, Los Angeles, Oakland, San Jose and Sacramento, elected officials from every County in the State – and with the added clout of such prominent surnames as Phelan, Dinkelspiel and Giannini.
