Orders by Shepard, written in a secretarial hand but signed by him with a short postscript, regarding problems with the requisitioning of supplies, notably medicinal: "Colonel Shepard informs the Brigade that the contractor objects to opening accounts with or delivering supplies on the privat[e] orders of each officer - says it was no part of the contract... The following are the premissable(?) reasons that he offers, that as the Officers are entitled to draw a part of their rations in hospital stores, vis. Spirits - wine - Tea - sugar - Coffee, &c., if he should be obliged to keep a store of those articles wherever he keeps a provision store, the number of issuing commissaries will be double.... those kind of articles cannot be stored or transported with common provisions or issued by the victualing commissary, without exposing them to damage, robbery & adulteration, which will be very expensive to him..." After further discussion of the subject, the statement concludes "Col. Shepard request the commanding officers of the Regt. to consult their officers on the subject & inform him of the results that he may be able to make a report tomorrow, he wishes to receive their reports by nine o'clock." Shepard adds in his own hand, Sir, I desire you would peruse the above and send to the Seventh Regiment. From your Humble Srvt., Wim. Shepard, Col. Commanding," and below that, "To Col. Vose."
