Baker only briefly served as Senator from Oregon, 1860-61, having moved north after ten years of practicing law in San Francisco. He fought in both the Mexican War and Civil War, in the latter conflict having been appointed Major-General Volunteers, a position "which he had neither accepted nor declined at the time of his death" at the Battle of Balls Bluff, VA, October 21, 1861.
